Planning for Health Promotion and Resilience
in the Context of Climate Change Health Impacts
Climate change poses a significant threat to global health, intensifying the frequency and severity of extreme weather events, exacerbating air and water quality issues, and heightening the risk of vector-borne diseases and other health conditions. The World Health Organization (WHO) emphasizes the need for adaptive, resilient health systems and community-level health promotion to mitigate these impacts. Addressing the intersection of climate change and health requires a multisectoral approach, integrating technology, infrastructure, and community engagement to enhance resilience. This Fast-Track Health policy brief explores opportunities for health promotion and resilience building, illustrated through five case studies, and provides recommendations for municipal, national, and regional health authorities.
CASE STUDIES
Heatwave Preparedness in France: France has implemented a robust heatwave preparedness plan, particularly following the deadly heatwaves of 2003. The system includes early warning mechanisms, public health messaging, and the mobilization of cooling shelters in urban areas. AI tools analyze meteorological and health data to predict heatwave impacts and prioritize vulnerable populations such as the elderly and those with chronic illnesses. As a result, heat-related mortality has significantly decreased during subsequent heatwaves, underscoring the importance of intersectoral collaboration between health services and meteorological agencies and the integration of technology for targeted interventions. CHALLENGES AND OPPORTUNITIES

Moreover, socioeconomic inequities amplify the burden of climate-related health issues, with marginalized communities experiencing heightened exposure to extreme weather events, poor air and water quality, and vector-borne diseases.
Despite these challenges, the intersection of health and climate change offers unique opportunities to enhance health promotion and resilience. Advancements in technology, including AI-powered early warning systems and real-time surveillance tools, enable precise forecasting and rapid response to climate-related health threats. Integrating climate-health strategies into health systems, such as embedding vector control programs or heatwave preparedness plans into primary healthcare, ensures sustainability and accessibility. Community engagement emerges as a cornerstone of resilience, empowering local leaders and organizations to tailor interventions to cultural and geographic contexts. Multisectoral collaboration, particularly between health, urban planning, and environmental agencies, can amplify efforts to address the social and environmental determinants of health. Finally, innovative financing mechanisms, such as green bonds and climate-health funds, provide critical resources for scaling sustainable health infrastructure and interventions, ensuring that health systems remain robust in the face of an evolving climate.
